Regarding IQ*, the best reference I have is Stephen Murdoch: "IQ: A Smart History of a Failed Idea" (still available at Amazon, I think);? Cognitive Development on the other hand is an idea really worth exploring!?Plenty of good material available on the Internet.?[*But substitute "EQ" for "IQ" - and you have something worth working on (IMHO)].

Here's a link to a useful article connecting 'IQ' with 'Cognitive Development':?"Reflections on IQ, Cognitive Development and Distributed Learning": http://www.speedofcreativity.org/2008/05/27/reflections-on-iq-cognitive-development-and-distributed-learning/

The best way I know of to explore Cognitive Development most effectively (and our thought and emotional processes in general) is to use tools developed from the seminal contributions to systems science by Professor John N. Warfield.? For outline information about books and papers describing Warfield's work, check out: his own site http://www.jnwarfield.com and also the "John N. Warfield Collection" maintained at the library of George Mason University (where Warfield is "Emeritus Professor", retired a couple of years ago), check out: http://ead.lib.virginia.edu/vivaead/published/gmu/vifgm00008.tp.?Based on Warfield's contributions to systems science, there has developed a generic aid to problem solving and decision making called the "One Page Management System" (OPMS), which can help you properly explore for yourself, in the depth and to the degree of detail you require for your own purposes, the areas of 'IQ and Cognitive Development' (and their linkages if any).?Write to me for information about OPMS - the prototype OPMS software is also freely available for download on requiest.?Some (limited) guidance is also freely available on how to apply OPMS to the issue of concern/interest to you.
