I am not at all against internal events.?I just would not call them phenomenological.?In my theory of stage 2 operant conditioning as being based on the organization of two respondent conditioning instances, I state that there is a necessity for the incipient plan that elicits the operant behavior.?That plan would be a neural event.?It needs to be paired with the operant reinforcer to gain salience through respondent conditioning.?Salience is a very weak form of consciousness.?As Rescorla and Wagner have shown, only salient stimuli can be conditioned.?Therefore the first step in making the plan salient is necessary for the second step of pairing the external stimulus that become a cue with the incipient plan.?This is what happens in insects.?Note that the order in the organization of the stage one actions is necessary.?The higher order operant action is defined in terms of the lower order stage 1 actions, and the the order is not arbitrary.?All but the non arbitrariness of the ordering is straight from Piaget.
