I can't help directly, but I can remember being in a comparable situation long ago - no Library in the UK, as far as I could tell, had a copy of The GE. Primarily, the latter was a magazine/newsletter available to members of the JPS. But it was regarded as such, rather than as an academic journal, and that was why most libraries had no subscription and so no copies. My suggestion is that you either try to locate someone who was a JPS member in 1987 and too who has kept the back copies. Or else be content with Forman's later published work.
